In addition to charges for water Service installation imposed by Section 2.03.010 of this Chapter, and in addition to costs for meters pursuant to Chapter 8 of this Title, water main connection charges shall be paid in accordance with the Master Schedule of Fees, Charges, and Penalties, or, in an amount determined by the District, shall be paid by the owner of the property receiving Service.
