Opening and closing bills for less than the normal billing period shall be prorated both as to minimum charges and quantity charges. If the total period for which Service is rendered is less than a complete billing period, the bill will be prorated to the final day of service. Closing bills may be estimated by the District for the final period as an expediency to permit the customer to pay the closing bill at the time Service is discontinued.
