A. This Chapter is adopted to protect the health, safety and welfare of the citizens of the Pinedale County Water District and to provide a method to penalize Responsible Parties who fail or refuse to comply with certain provisions of the Pinedale County Water District Code; to minimize the expense and delay of enforcement of the Pinedale County Water District Ordinance Code by criminal Citation; and to allow the District to recover costs associated with the enforcement process, while continuing to give persons who have been issued Citations due process.
